A compliant pharmacy dispensary is mostly a construction problem: a secured dispensary with controlled access, a private counselling space, compounding rooms whose finishes, ventilation, and pressure relationships match the type of compounding, and millwork sized for the workflow. Your College inspector checks the finished room, so the standard has to be designed in before framing.
Why the Standard Is a Construction Document
Pharmacy practice standards in BC and across Canada — the College of Pharmacists of BC's requirements and the NAPRA model standards for compounding — read like operational rules, and pharmacists treat them that way. From a builder's side, a large share of them describe physical conditions: which spaces must be separated, which must be lockable, what surfaces have to be cleanable, how air has to move, and what has to be within reach of the person doing the work. A pharmacy that opens late is often one where those conditions were treated as fit-out details instead of design inputs.
This is a construction-side reading of the standards, not regulatory advice. The pharmacy manager and the College's own inspection checklist decide what applies to a given licence; our job is to make sure the building can pass it the first time.
The Dispensary Itself
- A defined, secured area: The dispensary has to be a distinct space that can be locked and that the public cannot enter. That sets the partition layout, the door hardware, and where the pharmacist's line of sight needs to reach.
- Counselling privacy: A place where a patient can speak with a pharmacist without being overheard — a room or an acoustically separated area — is a requirement, not a nicety. Sound separation is a framing and door decision, made before drywall.
- Workflow millwork: Prescription intake, filling, checking, and pickup should move in one direction without crossing. Counter heights, drawer runs, and the location of the label printer and fridge follow the workflow, and the millwork is drawn from that, not from the shape of the room.
- Storage and refrigeration: Locked storage for controlled substances, a dedicated vaccine or medication fridge with monitoring, and enough shelving that stock is not kept on the floor. The electrical plan has to put dedicated circuits where those go.
Compounding: Where Construction Decisions Get Serious
Non-sterile compounding needs a designated area or room, separated from the dispensary's ordinary traffic, with surfaces that are smooth, non-porous, and cleanable, and with ventilation appropriate to what is being compounded. Hazardous preparations raise the bar: a dedicated room, negative pressure relative to adjacent space, a containment device with its own exhaust, and finishes that survive repeated cleaning. Sterile compounding is a different order of magnitude — a classified cleanroom with an anteroom, controlled pressure cascades, HEPA-filtered supply air, sealed and coved finishes, and mechanical systems that are commissioned and certified, not just installed.
Every one of those items lands on the mechanical and electrical design. Room pressure relationships need dedicated supply and exhaust with balancing and monitoring. Exhaust from a containment hood has to route to the exterior without contaminating intakes. A cleanroom's supply air, filtration, and return paths are engineered systems that determine the ceiling design, the duct sizes, and the space needed above the ceiling — which in an existing retail bay can be the constraint that decides whether sterile compounding is even feasible at that address.
Finishes That Pass Inspection
- Seamless or heat-welded sheet flooring with coved bases in compounding areas, in place of tile and grout.
- Washable wall finishes — epoxy or scrubbable paint on properly sealed substrate — with no exposed fasteners or ledges that collect dust.
- Solid-surface or stainless work surfaces in compounding rooms; laminate is fine for general dispensing millwork but not where chemicals and cleaning agents meet daily.
- Sealed light fixtures and ceiling systems in classified rooms, and a plain, cleanable ceiling elsewhere.
- Hands-free or lever-operated sinks positioned for the actual sequence of hand-washing, gowning, and entering.
Sequencing the Project
The order that works: confirm with the pharmacy manager which compounding categories the licence will cover, because that decision drives the mechanical scope more than anything else; have the mechanical engineer design the pressure and ventilation scheme before the layout is frozen; coordinate the College's requirements with the municipal permit set so nothing is built twice; and leave time at the end for balancing, certification where required, and the pre-opening inspection. A pharmacy that skips the first step tends to discover in the last one that the exhaust cannot go where it needs to.
