What Drives the Cost of an Office Fit-Out in BC

Office fit-out cost is driven far more by what you enclose than by how much area you lease: every private office and meeting room brings framing, doors, and adjustments to lighting, HVAC, and life-safety systems along with it, which is why partition density is the budget's biggest lever. After that come meeting-room technology and acoustics, power and data density, pantry plumbing, finish tier, the base building's age and condition, and whether the work happens on an occupied floor. Honest pricing starts from a scoped layout, not a per-square-foot guess.

The Enclosed-Room Multiplier

The single most useful thing to understand about office fit-out cost is what happens every time a line on the plan becomes a wall. An enclosed room isn't drywall alone: it's framing and a door, lighting rearranged for the new room, HVAC adjusted so the room gets air and control, and life-safety devices coordinated to suit the new layout — several trades mobilized by one rectangle on a drawing. Multiply that by every private office, meeting room, and focus room, and you've explained most of the difference between an open-plan refresh and a heavily partitioned buildout of identical area. The Drivers, In Order of Leverage

  • Partition density: How much of the plan is enclosed — the multiplier above. Reusing existing walls and rooms where the layout allows is the biggest single saving available in second-generation office space.
  • Meeting rooms, acoustics, and AV: Meeting rooms are the most expensive rooms per square foot: acoustic treatment for speech privacy, glazing systems if transparency is wanted, and technology integration that has to be coordinated with millwork and power, not added afterward.
  • HVAC rezoning: A new layout under an old air distribution rarely matches: enclosed rooms need supply, return, and control they didn't have. The further the plan departs from the existing zoning, the more mechanical work rides along.
  • Power and data density: Workstation counts, monitor loads, server or comms rooms, and the increasingly common expectation of power everywhere set the electrical scope — established desk by desk during design, not estimated by area.
  • Pantry and amenity plumbing: Kitchens, coffee points, and wellness rooms bring plumbing into parts of a floor plate that may never have had it, and moving water is disproportionately expensive relative to the space it serves.
  • Finish tier and millwork: The gap between functional and flagship lives mostly in finishes, feature elements, and custom millwork — legitimate choices, best made deliberately and applied where people actually see them.
  • Base building age and condition: Older buildings hide surprises above ceilings and inside walls, and can involve upgrades a new tower wouldn't. Existing conditions get investigated early or discovered expensively.
  • Occupied-floor phasing: Renovating around a working office adds protection, staging, and off-hours premiums — the same continuity economics as any occupied commercial project.

Why Nobody Honest Quotes Per Square Foot

Per-square-foot numbers circulate because they're easy, and mislead because they average away exactly the things that set your cost: partition density, meeting-room count, mechanical rezoning, and base-building condition. Two fit-outs of the same area can sit far apart in cost with both correctly priced. Where Office Projects Actually Go Over

Rarely on the visible scope. The overruns we see come from three places: existing conditions above ceilings and behind walls that nobody investigated before demolition; mechanical work discovered late because the layout was drawn without asking what the building's air distribution could serve; and decision churn — layouts and finishes revisited after trades are mobilized, which costs more than deciding slowly but once. All three are process failures with process cures: investigate early, design against the building rather than in spite of it, and lock decisions on a calendar.

Spending Less Without Looking Cheaper

  • Work with the existing layout where it serves — every wall reused is a multiplier avoided
  • Standardize the repeated rooms (offices, meeting rooms) so trades build the same detail many times
  • Put the finish budget where people actually spend time and visitors actually look; simplify the back of house
  • Choose glazing and feature elements deliberately — a few, done well, outperform many done thin
  • Investigate above the ceiling before demolition, not after
  • Decide once: a locked decision calendar is the cheapest cost control there is
